Department Overview

 

The Regulatory Affairs organization supports the operating lines of business by providing regulatory expertise, managing the development, approval and implementation of regulatory filings, rates and tariffs, and advocating the business needs to our stakeholders and regulators. Regulatory Proceedings leads the business in achieving company goals by working with regulators and other stakeholders. Today’s business needs innovative regulatory ideas and strong collaboration with stakeholders. 

 

Position Summary

 

You will be responsible for managing regulatory proceedings for assigned cases, ensuring compliance with regulatory directives and stakeholder engagement.  You may also be involved with the development of case materials, supporting cases with your Director, process improvements and other special projects or initiatives..

 

Job Responsibilities

 

  • Assigned cases with moderate financial impact or visibility, specifically the General Rate Case or other proceedings, as assigned by leader.
  • Independently manage the regulatory process, collaborating and utilizing director and other leaders as necessary.
  • Develop relationships to collaborate externally with stakeholders to further the company’s objectives.
  • Review and assist subject matter experts or leaders with development of testimony, work papers and discovery responses, settlement documents and communications materials; anticipate and understand the impact and proactively address issues.
  • Evaluate and develop recommendations on cost recovery, ratemaking, customer programs and tariffs; continually look for and recommends process improvements.
  • Ensure all compliance items are identified, tracked, monitored and implemented.
  • Review and summarize proposed decisions and other regulatory filings; considering the impact of a case developments on the company as a whole, provide insight into implications and make recommendations of possible courses of action relating to case comments and/or proposed decisions; and recommend changes in case strategy resulting from anticipated or unanticipated decisions, developments, comments.
  • Partner with director, leaders in client line of business, Legal, and other stakeholders to develop case strategy and resolve issues; utilize knowledge of utility industry practices and/or benchmarks with industry peers; and effectively communicate case strategy or policy issues with company management or with outside parties.
  • Frequently deal with contacts at various state agencies to gather information or to help advocate for the assigned cases; utilize expert level knowledge to ask effective questions to add value to the overall case strategy and management; and help coach, mentor, and direct less experienced peers

 

Qualifications

 

Minimum:

  • Bachelor’s degree
  • Minimum 5 years of relevant experience, such as regulatory/policy, finance, law, project or case management, engineering, analysis, communications or similar.

     

Desired:

  • Advanced degree
  • Proficiency with MS Office Suite
  • Excellent verbal and written communication skills, analytical, and project management skills.
  • Strong public speaking and presentations skills to effectively communicate to various levels of employees, including senior leadership
  • Demonstrated ability to analyze regulatory documents and understand implications to company
  • Strong influence and persuasion skills with leadership
  • Strong coaching and mentoring skills
  • In depth knowledge of the CPUC and key contacts
  • Demonstrated ability to use understanding of regulatory environment to drive strategic decision making
  • Deep knowledge of industry, line of business, and relevant regulations
