The Energy Policy and Procurement (EPP) organization manages electric and gas procurement to ensure reliable supply (e.g. meet the gas and electric needs of our customers 24 hours a day), reduce customer costs and price risk, minimize shareholder risk, and support environmentally preferred resources.


Settlements Information and Market Implementation (SIMI) is a team within Energy Policy Procurement (EPP) that is responsible for managing implementation of market initiatives and energy settlement systems and information.


Position Summary


The EPP organization is an active participant in regulatory forums to shape electric markets.  The Business Analyst will provide support to the Market Initiative Implementation and will primarily focus on providing centralized Project Management Office functions to achieve smooth and orderly implementation of CAISO initiatives.


Job Responsibilities


Market Initiative Implementation:

  • Lead projects of moderate complexity and develop project scope that translates CAISO’s business requirement changes to Information Technology (IT) system and business process changes in understandable terms, including impacts from interdependencies between departments.  This also requires following the initiatives in the policy phase to understand the fundamentals and potential changes from existing CAISO market design and communicate those with impacted stakeholders.
  • Support market monitoring and other strategic efforts: (1) extract, collect and formats data to populate reports, files or databases, and (2) prepare compilation of documents, charts, reports, presentations, and other materials.
  • Support project team in driving consensus from stakeholders across functions. Support the development of comprehensive end-to-end project plans with input from IT Project Manager. Identifies elements required for market simulation readiness, key risks and potential mitigation strategies, readiness criteria that support Go/No-Go, and implement sufficient check points and contingencies to put project plan back on track.
  • Support project team’s participation in stakeholder initiatives and fostering of good working relationship with external stakeholders to advocate implementation readiness, such as developing presentations, participating in stakeholder calls, and drafting comments for submission as necessary to drive consensus. Able to put tasks into actions in a self-directed manner, sometimes with limited information or data.




Minimum :

  • Bachelor’s Degree in Business, Economics, Finance, Engineering, Mathematics, Computer Science or related discipline
  • Minimum 2 years of relevant experience


  • Entry level knowledge of energy market design or utility experience, especially related to California markets and regulators (CAISO and CPUC)
  • Good communication and writing skills
  • Attention to detail
  •  and understanding of key drivers affecting business results, sometimes with limited information/data
  • Self-directed, team player, focused on delivering high quality results consistently and on a timely basis
  • Excellent time management skills and ability to manage multiple projects and initiatives
  • Able to provide new perspectives/approaches on existing tasks/solutions
  • Proficient in Microsoft Office, Project, Visio or similar software
